Project Description

Building on previous municipal sustainability, hazard mitigation, and climate action planning, Throwe Environmental (TE) is working with the City of Baltimore to assess the feasibility of establishing a citywide climate resilience financing authority. 

Working with a workgroup of City staff, Throwe’s work will result in a thorough assessment of existing City investments in climate resilience; a feasibility analysis of various institutional pathways for establishing a resilience authority; modeling of existing City governance structures; and an assessment of opportunities to engage community members and regional stakeholders.

This project runs from May 2025 through June 2026.
