Through technical assistance provided by the SNEP Network, Throwe Environmental led the Town of Portsmouth through the development of a comprehensive Climate Resilience Action and Financing Strategy. Working with a large group of community stakeholders, Throwe developed a resilience-focused capital improvement program (RCIP) that elevates capital resilience projects and makes them competitive with other Town priorities.
